The NATIONAL TERTIARY EDUCATION UNION was registered on the 25th February 2010 by the Department of Labour. The two participating unions in a joint inaugural congress on the 19th November 2009 voted to amalgamate. The constitution can be downloaded from here. The NEC encourages you to read through this and submit comments to j dot landman at ru dot ac dot za. Some 75 delegates from the NTESU and NUTESA voted unanimously for the amalgamation of the two unions after brief debate about final aspects of clarity on the constitution. The meeting elected new office bearers for the NTEU and set in motion the process of application to register the new union through the Registrar (Labour Relations) at the Department of Labour. BACKGROUND The amalgamation debate : NTESU and NUTESA conducted top level discussion about amalgamation of the two unions. Amalgamation was part of a "one voice" campaign waged in the meeting places and corridors where NTESU and NUTESA encountered each other. Its a simple debate. Unionism is a numbers game and dependant upon the size of membership for real representation at local and especially national levels. A Joint Task Team proposed that the new union be called the National Tertiary Education Union and that the logo would be as follows.
We would encourage you to look at the blog site where one or two items relating to the debate appear. Pretty much most of the argument is here http://ntesunat.blogspot.com/2008/10/towards-one-higher-education-sector.html. Please read it. As far as the way forward is concerned, the JTT agreed on the following:
1. Branch Chairs should inform their members of the pending amalgamation using a supplied motivation. 2. Chairs must let their members know that a new constitution has been drafted and make it available for members to scrutinize. 3. Chairs must set their members minds at ease that their membership will in no way be affected in that the branch continues as in the past, just under a new name. Section 102 of the LRA deals with unions amalgamating and it states that all agreements entered into before the amalgamation continue after it. We do not have to reapply for recognition etc. 4. Subscription fees to remain as they are currently. 5. Chairs must get a mandate from their members before 11 September (date of next CoC meeting) that they support the amalgamation. 6. The matter will then be placed before congresses in November for approval. 7. If both unions’ congresses agree to an amalgamation, we will have an inaugural congress immediately following our congress in November 2009 to adopt the constitution and elect office bearers etc.
Two founding documents for the current round of negotiations around amalgamation with NUTESA. |
