Title: Successes and Challenges of Performance Management for the employee, the manager and the institution.

According to Bourne et al (2003) “Performance measurement is the process of assessing progress toward achieving predetermined goals” Given that work at a University varies greatly – from professionals to semi-skilled workers - this can present a challenge for both the manager and the staff member whom they manage.

 

“Performance management (PM) is building on that process, adding the relevant communication and action on the progress achieved against these predetermined goals” Bourne, M., Franco, M. and Wilkes, J. (2003)

 

Whereas performance measurement is a challenge mainly for the manager and the staff member, performance management can be a challenge on the institutional level. Trade union officials are looked upon to provide guidance to members and feedback through the negotiation and bargaining process to management about the performance management system and the challenges it poses on all the different level.

This paper examines the implementation of PM systems at the University of Cape Town through a case study and analysing data available from staff records. The scope of this investigation is limited to non-academic staff.
